Can I apply?

Undergraduate programmes

Candidates who are not Portuguese nationals or nationals of another European Union country can apply to ISCTE-IUL's 1st cycle courses to obtain a full degree, through the "International Student Statute (ISS)". Check the list EU Member-States here

Applicant's profile:

  • applicants who are not enrolled at ISCTE-IUL as exchange students within the framework of academic exchange agreements with that aim;
  • non-European Union nationals living legally* in Portugal for less than two years, uninterruptedly, on 31 August of the year in which they apply to ISCTE-IUL (also their parents must not live legally in Portugal for more than two years!);
  • applicants who have two or more foreign nationalities, of which one corresponds to an EU State nationality, except Portuguese, can only apply if they do not reside permanently in that EU State;
  • applicants who have not enter a Higher Education Institution trough the special access and admission competitions organised nationally by the Portuguese Directorate General for Higher Education (DGES)

* The time of the residence permit for studies does not count for the time of legal residence in Portugal.


To apply to an undergraduate degree through the ISS at ISCTE-IUL students must fulfill one of the following requirements:

  • to hold a qualification providing access to higher education, regarded as any diploma or certificate issued by a competent authority attesting to a pass in an education programme entitling them to apply for and enter higher education in the country in which it was granted;
  • to hold a Portuguese upper secondary diploma (for instance, obtained in a Portuguese school abroad) or another legally equivalent qualification**;
  • to be already enrolled in the first year of a course defined as higher education by the legislation in the country in question, in a foreign higher-education institution with cooperation agreement with ISCTE-IUL.

 ** Legally equivalent qualifications: please check the list of countries with such protocols in Portaria n.º 224/2006  and Portaria n.º 699/2006  (Portuguese version only).


Knowledge of Portuguese language

If you are looking for Portuguese taught programmes please be aware that the attendance requires the domain of the Portuguese language (level B2 according to the Common European Framework of Reference for Languages (CEFRL).
